Twinned with Puebla
2 of 17 in this atlas
Puebla holds two twinning arrangements recorded in this atlas. The pairing with Asunción, Paraguay is mutual, each city naming the other in return. The link to Fes, Morocco runs one way only, with Puebla declaring the tie while Fes does not name Puebla in return. Together they show a mix of reciprocal and unreciprocated arrangements rather than a single consistent pattern.

| Asunción | PY | 6,599 km | yes |
| Fes | MA | 9,120 km | not listed |
1 of these do not list Puebla back. Twinning is declared independently by each municipality, so one-sided pairs are common — and usually more interesting than the mutual ones.
